「ケアの倫理と公共政策」　　Ethics of Care and Public Policy
○要旨（和文）
　「ケア」は広義から狭義まで多義的な意味をもつコンセプトである。本稿では、まず「ケア」という問題設定をめぐる議論が近年の日本においてどのように行われてきたかを概観した上で、ケアの倫理について考える視点を、特に日本社会における「社会的孤立」の高さやそこでの関係性の特質にそくしながら示す。続いて「ケアの倫理」をめぐるギリガンの議論などに言及しつつ、ケアについての二つの異なった理解（リベラリズム的な理解とコミュニタリアニズム的な理解）に関する概念整理を行い、その根底にある人間における「関係の二重性」という把握を提起する。さらにこうした原理的考察を踏まえ、「ケアの経済的評価」という視点から、市場経済とケアの関わりや「生産性」概念の見直しとケアなどを含め、ケア・コミュニティ・自然の関係性の新たな把握に依拠した公共政策のあり方を論じる。
○要旨（英文）
　　The Concept of “Care” has wide-ranging meanings. In this article, how this concept has been discussed in the last decades in Japan is broadly reviewed first. Then a perspective is presented regarding the ethics of care, paying attention to the situation of ‘social isolation’ in the current Japanese society and the characteristics of its human relationship. And the two contrasting views about the meaning of care are examined drawing on the discussion by Carol Gilligan and the different political philosophies of liberalism and communitarianism. Lastly, based upon these arguments and from the viewpoint of ‘economic evaluations of care,’the relationship between care and market economy and the reexamination of the concept of productivity are discussed, and the relevant public policy is presented having the comprehensive understandings of care, community and nature in perspective.
